The Board, in previous Landfill discussions, had expressed
interest in considering the matter of achieving greater
compliance with the requirement to prevent contents from
escaping from vehicles delivering trash to the landfill in
order to reduce roadside litter. Attached is the section of
the Code pertaining to this issue. For your discussion and
consideration, the attached chart provides a variety of
options.
A second subject considers the issue of more pro-activity
dealing with existing open dumps that exist in the County.
Staff has been considering various options to deal with this
problem. In some instances, the property requiring clean-up
is heir property and, therefore, most difficult to address
when there is no readily available person to hold
responsible for the clean-up. In other instances, the
property is owned by the infirmed, elderly, or low-income
residents who do not have the ability to maintain the
property. The County does have authority in certain
instances to clean-up properties and subsequently seek to
recover funds. Staff will discuss options pertaining to the
use of landfill funds as an incentive to deal with these
sites, and discuss possible changes in Ordinances that would
provide additional authority to abate environmentally
troubling situations. |
