On November
10, 2005, the Board of Supervisors instituted the road
abandonment process for a portion of excess right-of-way
identified as Movern Lane (Route 890). Within the White's
Mill subdivision, the Commonwealth of Virginia acquired a
segment of right-of-way for a comprehensive plan road, which
is no longer contemplated. Movern Lane, one of the
subdivision streets, bisects this portion of right-of-way
and has been dedicated to public use, but has not yet been
accepted into the State system. The remaining portion of
the right-of-way is not required for the subdivision
street. A plat showing the proposed vacation of
right-of-way is attached. The Code of Virginia authorizes
the abandonment of right-of-way no longer needed for the
secondary system of highways upon compliance with statutory
posting and notice requirements, which have been completed.
As of the
preparation of this report, no citizen comments have been
received. February 27, 2006, was the last day for a county
resident to request that a public hearing be held on the
proposed abandonment. If a public hearing is not required,
the Board may proceed with the abandonment.
