Site Plans

Site Plans

A site plan is a detailed plan which depicts the location of improvements on a parcel of land and also provides information demonstrating compliance with zoning and other technical requirements of County and State codes and ordinances. A Site Plan is required to be approved for any use for which an “X” appears in the “Site Plan” column in Part 3 of Article 3 of the Zoning Ordinance, and is required to be approved before any Zoning or Building Permit may be approved for the use and before the use may commence. A site plan is not required to repair an existing structure unless the repair relates to a change in use or an intensification of an existing use.

The site plan requirement is met by the approval of any one of the types of site plan applications shown in the table below. In most cases involving new buildings or other infrastructure, a major site plan prepared by a licensed engineer is required. In cases where minimal physical changes to a site are proposed with a use, it may be possible to satisfy the site plan requirement with a site plan waiver or a minor site plan, neither of which typically require an engineer. The determination as to which type of site plan application is required in a specific case is established by rules in the Zoning Ordinance. An overview of these requirements is provided below. Site Plan Revision

Changes to site, building or use with no increase in total site area; may include minor adjustment to size, layout and locations of buildings and features provided such changes have no impacts on intensity of use or total land disturbance

Site Plan Waiver

Where no new buildings are proposed or minor additions to new buildings, with no significant land disturbance; no increase in traffic, or parking or other impacts;  and no requirements triggering bonding.

Site Plan Amendment

Where a development has an existing site plan approval (major or minor) and the change being proposed does not create more than 10,000 square feet of land disturbance; and where interagency review is not required.

Minor Site Plan

New development of a property where there is less than 10,000 square feet of land disturbance and where interagency review is not required.

Major Site Plan

All other cases.
