Summary Staff Report:
At present,
commercial businesses in the Agricultural District are
permitted thirty-two square feet of signage. Staff is
concerned that this may be too small for the easy
recognition of a facility along a thoroughfare due to
topographic conditions. This situation came to staff’s
attention because of the recent construction of the Culpeper
Farmers’ Cooperative along Route 17. The facility is not
readily visible to traffic traveling north. Visibility and
safety could be enhanced through better signage.
The proposed
amendment is designed to allow farm supply establishments in
Agricultural Districts, such as the Culpeper Farmers’
Cooperative, to present their needs and circumstances to the
Board of Zoning Appeals and obtain greater signage as
warranted by the facts of the case. Under this amendment, a
business could increase its signage from thirty-two (32)
square feet to one hundred and fifty (150) square feet.
Route 17 is
designated a rural principal arterial from the Stafford
County line until it merges with Route 29. It also is a
rural principal arterial from Warrenton north to Route 66.
The only other road with this classification is Route 211,
west of Warrenton.
This proposed amendment was initiated by the Planning
Commission on November 30, 2006.
On December 19, 2006, the Planning Commission unanimously
recommended approval. |
