Description:
The applicant is seeking Special
Exception renewal to continue operation of a motel in an
existing building that formerly served as a guesthouse at
the Army’s Vint Hill Farms Station. The original Special
Exception was originally approved by the Board of
Supervisors on January 22, 2002 for a five-year period and
has expired. Re-approval of the Special Exception is
requested.
The Greenwich Inn has been operating
successfully for almost five (5) years, and leases
approximately 0.83 acres from the Fauquier Community Theatre
and Storypainters, Inc. on a long term basis. The site
includes a one-story (5,096 square foot building) with
associated regular and handicap parking. The motel includes
fourteen (14) efficiency style rooms for overnight guest
use; staff consists of a live-in innkeeper and a part-time
housekeeper. On a typical day, the maximum number of people
at the motel does not exceed thirty (30) people –
twenty-eight (28) guests and two (2) staff. The hours of
operations are commensurate with that of a motel. The motel
is in a portion of Land Bay V, Lot 9, in the approved
concept plan for Vint Hill.
The
applicant has indicated the conditions under which they
received their special exception approval five (5) years ago
have not changed. The Department has not received any
complaints regarding their operation over that period of
time. As a result of their performance record, the
applicant is requesting that consideration be given to
renewing the Special Exception for a period longer than the
previous five-year period. As reflected in the
recommendations section, staff has proposed deletion of the
Special Exception Conditions to which they have already
complied, as well as eliminating the renewal requirement.

The property
is located in Vint Hill, off of Sigler Road (private
street), north of Rouges Road (Route 602). A map of the

Commercial Industrial District (PCID).

Planning Commission Recommendation:
On May 31,
2007, the Planning Commission unanimously recommended
approval of this application, subject to the conditions
included in the attached resolution for Board of
Supervisors’ consideration.
