Resolution Authorizing the County Administrator to Execute a
Non-Binding Letter of Intent with Europlasma Relating to a
Comprehensive Review of the County’s Municipal Solid Waste
Stream and the Conducting of a Waste to Energy Project
Feasibility Study on Behalf of the County and Europlasma.

Topic Description: |
|
The County continues to work with
vendors in its waste to energy project. Currently, the
County entered into discussions with Europlasma, a European
company, which proposes to build a waste to energy plant
which would create energy by the combustion of the County’s
municipal solid waste through a plasma induction process.
After initial discussion, it appears that a more detailed
study of the County’s waste stream and that portion of the
waste stream that Europlasma can accept and use is necessary
for both parties to determine whether this project is
economically feasible. It is proposed that the County and
Europlasma enter into a non-binding letter of intent stating
both parties’ interest in going forward into the study
section of this project. The attached resolution, if
adopted, would authorize the County Administrator to execute
a non-binding letter of intent.

attached resolution.

Financial Impacts Analysis: |
|
Should the County execute
the non-binding letter of intent and seek to analyze its
waste stream and Europlasma’s use of that waste stream,
engineering services may be required. Should the parties go
forward after that date into a procurement process,
specialized legal counsel and engineering services would be
required.
