A Resolution Authorizing the County Administrator to Donate Application Fees for Non-Profit Organizations

Topic Description:

The proposed resolution would shift the authority for donating fees for non-profit organizations from the Board of Supervisors to the County Administrator.

Requested Action of the Board of Supervisors:

Consider adoption of the attached resolution.

Financial Impact Analysis:

No financial impact analysis has been conducted.

Staff Report:

On occasion the Board of Supervisors has approved, by resolution, a waiver of the fees associated with a land development application made by a non-profit organization to the County.  In essence these transactions are a donation to the non-profit organization without the bookkeeping effort of taking the money in and re-donating it, which increases the administrative cost of doing these waivers.  The Board of Supervisors requested that staff prepare this resolution in order to delegate the approval authority for such waivers to the County Administrator.  The Board of Supervisors may wish to consider placing an upper limit on the extent of the delegated authority, with waivers over a certain dollar amount continuing to require Board of Supervisorsí approval.
