Topic:

A Resolution to Designate Route 692 (Kines Road) from Old Auburn Road (Route 670) to the End of State Maintenance as a Virginia Department of Transportation Rural Rustic Road

Topic Description:

A public hearing to consider designating Kines Road (Route 692) from Old Auburn Road (Route 670) to the End of State Maintenance as a Virginia Department of Transportation Rural Rustic Road.  Kines Road is included on the County’s 2008-2009 through 2013-2014 Secondary Six-Year Improvement Plan.  The Plan calls for the reconstruction and surface treatment of Kines Road from Old Auburn Road (Route 670) to the end of State Maintenance, a distance of approximately 0.39 miles.  One alternative for improving unpaved low traffic roads (less than 1,500 vehicles per day) is the Virginia Department of Transportation’s (VDOT) Rural Rustic Road Program.  This involves paving roads within existing right-of-way using the existing alignment and existing drainage provisions, thus preserving adjacent trees and vegetation and the rural rustic character along the road.  Inclusion in the Rural Rustic Road Program generally takes less time to begin the construction phase and speeds up a project because less money is spent on construction. 

Kines Road was not specifically designated in the Secondary Six-Year Improvement Plan as a Rural Rustic Road; therefore, a public hearing is necessary prior to the Board making such a designation.  Residents of Kines Road and Double Poplars Lane were notified of this public hearing.

Requested Action of the Board of Supervisors:

Conduct a public hearing and consider adoption of the attached resolution. 

Transportation Committee Recommendation:

On October 29, 2008, the County’s Transportation Committee recommended that this section of Kines Road (Route 692) be designated as a Rural Rustic Road.

Financial Impact Analysis:

VDOT will fund the road improvements.
