A Resolution Authorizing the County Administrator to Execute Agreements With the Towns of Warrenton, The Plains and Remington Waiving Municipal Tipping Fees at the County Sanitary Landfill

Topic Description:

The County of Fauquier has previously waived the municipal solid waste tipping fees for the Towns of Warrenton, The Plains and Remington.  The County’s decision to waive the tipping fees was contingent upon receipt of sufficient commercial and industrial debris tipping fee revenue to offset the waived tipping fees.  The County is no longer receiving sufficient commercial and industrial debris tipping fee revenue to offset the waived tipping fees. The Fauquier County Board of Supervisors did not waive the municipal solid waste tipping fees for the Towns of Warrenton, The Plains and Remington for Fiscal Year 2008. The current estimated cost for waiving the municipal solid waste tipping fees for the Towns of Warrenton, The Plains and Remington is $225,765.  The resolution, if adopted by the Board of Supervisors, would reinstitute the waiver of municipal solid waste tipping fees for the Towns of Warrenton, The Plains and Remington upon the following terms and conditions:

1. The tipping fee waiver shall be contingent upon approval by the Town of Warrenton of a new fee structure of the Warrenton Aquatic and Recreation Facility which provides more equitable access for all county patrons; and

2. The tipping fee waiver shall be effective for Fiscal Year 2008

Requested Action of the Board of Supervisors: 

Consider adopting the attached resolution.

Financial Impacts Analysis:

The initial annual estimated cost of the proposed tipping fee waiver is as follows:

Annual Town Tonnage & Expense

The Plains:    211 Tons  @ $45 = $9,495 (hauled with private refuse; calculated based on town population & national per person waste generation rate)

Remington:    467 Tons @ $45 = $  21,015 (calculated based on actual weights)

Warrenton:  4,339 Tons @ $45 = $195,255 (calculated based on actual weights)

Total:          5,017 Tons @ $45 = $225,765
