A Resolution Approving Travel Expenses in Accordance with Travel Policy and Procedures – Assistant Finance Director
Topic Description:
Fauquier County's adopted Personnel Policy Section 51 (“Travel Policy And Procedures”) requires Board of Supervisors approval where expenses for travel will exceed $1,000. The Finance Department is requesting approval for the Assistant Finance Director to attend the Government Finance Officers Association Annual Conference in Montreal, Quebec, Canada from May 7-10, 2006. In addition, the Assistant Finance Director will be taking two of the five certification exams for GFOA's Certified Public Finance Officer program on May 5, 2006. The costs are estimated to be approximately $2,100. A number of important topics will be covered during the conference such as implementation of several new Governmental Accounting Standards Board Statements including number 45 which will have a significant impact on reporting other post employment liabilities (retiree insurance); GASB 44 Statistical Table which overhauls the Statistical section of the CAFR and GASB 47 Accounting for Termination Benefits. Other conference topics include the latest developments in public-sector auditing and internal control, new guidance on capital asset management and common financial reporting deficiencies. In addition, government issuers, private-sectors experts, and federal government officials will provide timely advice on how to meet jurisdictions capital needs through the prudent use of debt financing. Attendance at the conference will also allow the Assistant Finance Director advance her efforts in becoming a Certified Public Finance Officer and develop her knowledge of financial reporting, budgeting, cash management, debt management and pension management. The attached resolution would approve the requested travel and related expense. A complete list of conference topics are available in the Finance Department.

Identify any other Departments, Organizations or Individuals that would be affected by this request: None RESOLUTION A RESOLUTION APPROVING TRAVEL EXPENSES IN ACCORDANCE WITH TRAVEL POLICY AND PROCEDURES – ASSISTANT FINANCE DIRECTOR WHEREAS, the Fauquier County Board of Supervisors has adopted a Travel Policy and Procedures which require approval of expenditures in excess of $1,000; and WHEREAS, the Fauquier County Finance Department is requesting approval to send the Assistant Finance Director to the Government Finance Officers Association Annual Conference, scheduled for May 7-10, 2006 in Montreal, Quebec, Canada, which is anticipated to entail costs of approximately $2,100; and WHEREAS, the Finance Department indicates that the conference highlights include implementation of Government Accounting Standards Board Statement 45 dealing with other post employment liabilities (retiree insurance); GASB 44 Statistical Table which overhauls the Statistical section of the CAFR and GASB 47 Accounting for Termination Benefits, and other conference topics to include the latest developments in public-sector auditing and internal control, new guidance on capital asset management and common financial reporting deficiencies; and WHEREAS, in addition, government issuers, private-sectors experts, and federal government officials will provide timely advice on how to meet jurisdictions capital needs through the prudent use of debt financing all of which will enhance and prove beneficial in the operations of the Finance Department; and WHEREAS, funding has been appropriated in the FY 2006 Budget to support this conference; now, therefore, be it RESOLVED by the Fauquier County Board of Supervisors this 12th day of January 2006, that the Assistant Finance Director be, and is hereby, granted approval to attend the Government Finance Officers Association Annual Conference and to be reimbursed for training and travel expenses.
