*The Applicant has a “by-right” residential density of 30 units for the Bishops Run property (Gaines and Cosner properties). In addition, the 20 apartment units proposed over the commercial uses would have a negligible effect on school seats.
The total of $2,243,644.00 in cash and facilities divided by the 138 units (l68 units – 30 units = 138 units) equals a per unit proffer value of $16,258.00/unit. However, the total of $2,243,644.00 in cash and facilities divided by the 118 units (l68 units – 30 units + 20 Apts. = 118 units) equals a per unit proffer value of $19,014.00/unit.
The next result is a total proffer package from a minimum of $211,000 to over $224,000 above the County’s “Proffer Policy”. |
