Topic: 

A Resolution to Approve Consolidation of Plans to Construct a 204-Bed Community Corrections Center (“Ccc”), and to Add a Third, Medium-Security, 96-Bed Housing Unit (“Third Pod”) to the  Main Building of the Clarke-Fauquier-Frederick-Winchester Regional Adult Detention Center (“Regional Jail”)

Topic Description:

The Board of Supervisors has acknowledged that the Regional Jail is overcrowded.  The Board has approved a Comprehensive Construction Agreement and authorized the County Administrator to execute a Capital Expansion Payment Agreement to this effect.  The Regional Jail has submitted the plans for expansion to the Virginia Department of Corrections to obtain a fifty percent (50%) reimbursement of construction costs.  The Department of Corrections has approved reimbursement contingent upon the consolidation of the construction plans for two approved projects—the Community Corrections (Work Release) Center and the “Third Pod”.  The Budget Office has reviewed this action and found it in accordance with expected debt service funding impacts.

Requested Action of the Board of Supervisors: 

Consider adoption of the attached resolution.

Financial Impacts Analysis:

There are no financial impacts of consolidating the two construction plans not previously identified in the overall costs of the projects.  The debt service impact in FY 2007 would be $173,367.
