One of the
objectives of the Fauquier County staff and Engineers and
Surveyors Institute (ESI) Committee, which includes the
design firms doing business in our jurisdiction, is the
development of the referenced Design Standards Manual.
The
Department already has talked with the ESI participating
firms of Carson & Harris (Rick Ashley, P.E.), DRH Design
(David Hall, P.E.), Rickmond Engineering (Paul Bernard,
P.E.), and Patton, Harris Rust & Associates (Fred Ameen,
P.E.), who have volunteered their time. The referenced
engineers have indicated a willingness to meet twice monthly
to speed the manual’s development process. Meeting
“Kick-Off” is expected at the end of February and is in the
process of being scheduled. Target Completion: 12
months (March 2006).
Discussions
are currently underway regarding ways to use the Engineers &
Surveyors Institute and its electronic Fauquier County Team
Room to supplement the meetings, and provide an efficient
method for review and comments of pending drafts. The ESI
budget is ample to cover costs for any ESI costs.
Enclosed is the proposed Table of Contents, which serves as
the skeleton outline for the Design Manual. Along with
County staff, the engineers referenced seemed to prefer to
incrementally prepare the technical elements and subject
them to Planning Commission and Board of Supervisors public
hearing and adoption as they are completed. This method
will show consistent progress and immediate implementation
in key areas. The first step will be to complete Chapter 1
(General Provisions) and Chapter 2 (Stormwater Management).
The Director will serve as the Committee Chairman, but he
needs additional funding assistance, not to exceed $45,000,
for selected assistance (February 14, 2005 - June 30, 2005)
from already qualified part-time employees working on other
County projects (Saundra O’Connell, registered surveyor;
Deirdre Clark). Funds for the balance of their required
support have been proposed as part of the Department of
Community Development’s FY 2006 Budget. With the
experience, quality, and time commitment of the ESI
engineers who have volunteered, along with County staff,
this is an excellent example of a public-private partnership
as well as a cost effective investment. |

A
RESOLUTION TO AUTHORIZE
Funding for the
Design Standards Manual
WHEREAS, the Permitting Review Committee and the Department
of Community Development both have strongly recommended the
development and implementation of a Design Standards Manual;
and
WHEREAS, the Engineers and Surveyors Institute (ESI), member
firms and the Department of Community Development are
prepared to initiate the project in February of 2005; and
WHEREAS, the Board of Supervisors wants the Design Standards
Manual expedited as a priority project for Calendar Year
2005; and
WHEREAS, additional funding for the Department of Community
Development is needed for part-time assistance; now,
therefore, be it
RESOLVED by the Fauquier County Board of Supervisors this 10th
day of February 2005, That the Board of Supervisors
authorizes up to $45,000 for part-time salaries to be
allocated from Contingency Reserve (4-100-091400-9999) to
the Department of Community Development for staff assistance
from February 14, 2005 to June 30, 2005. |
