A Resolution to Cancel the Solicitation for Broadband Services

 

Topic Description:

The Board conducted a work session at the November 13, 2008 meeting to review a potential agreement with Virginia Broadband, LLC to provide broadband services focused on the southern and central portions of the County in response to RFP# 08-09sm, from which four proposals were received on 9/30/08.  The proposal entailed the County loaning funds in the amount of $1,252,000 for phase one and $1,001,000 for phase two in order for service to be provided in less densely populated areas of the County.   The County Finance Director was exploring financing options if the Board wished to pursue this proposal and was also contacting other localities served by Virginia Broadband, LLC to determine how those systems were funded and the current status of those projects.

Since the work session it has been determined that there is some possibility of broadband funding to extend service to less densely populated areas that may be included in the federal stimulus package.  In response to requests from VACO and from Karen Jackson, Director of Telework Promotion and Broadband Assistance of the Commonwealth of Virginia, we have submitted a request for broadband funding.  It would appear that if such funding is forthcoming that it would provide the best approach to extending service to underserved parts of the County.

The former County Finance Director also attended a conference on funding to extend broadband services.  A number of financial options exist if the County wished to undertake a partnership and provide a short term loan to assist with the capital requirements of the proposal presented by Virginia Broadband, LLC. 

However based on: the possibility of stimulus funding, a review of approaches taken in other communities, the impact of the current national economic situation on proposed business plans and an assessment of the proposed financial plan, it is recommended that the RFP be cancelled. Opportunities for stimulus funding will be investigated.

The staff is prepared to cancel this solicitation.  Further consideration of this issue will await the outcome of the potential of federal stimulus funding.

Consider adoption of the attached resolution.
