Intra-departmental transfers
will no longer require signoff from County Administration,
unless they involve proposed transfers between personnel and
nonpersonnel. Departments will henceforth be required to
reconcile their personnel, operations and capital budgets
with expenditures on a category basis. All
intra-departmental transfers will continue to be signed off
by the Budget Office.

Inter-departmental transfers
above $50,000 will require signoff from County
Administration in addition to signoff by the Budget Office.
All transfers between personnel and nonpersonnel will
require County Administration signoff.

Beginning with FY 10, the
annual appropriations resolution will grant staff the
authority to carry forward unexpended grants and
encumbrances as part of the year-end closeout. The Board
will continue to have appropriations authority for new grant
awards and other supplemental appropriations, as required by
the Code of Virginia.

included as Attachment 2.
