RESOLUTION

A RESOLUTION ACCEPTING THE BID FROM TOTAL DEVELOPMENT SOLUTIONS TO CONSTRUCT THE TRAIL ON THE LORD FAIRFAX COMMUNITY COLLEGE CAMPUS AS PART OF THE APPROVED FAUQUIER COUNTY CONNECTIONS PLAN

WHEREAS, the existing Warrenton Branch Greenway has been an unqualified success; and

WHEREAS, Fauquier County Parks and Recreation Department has received Federal authorization from the Commonwealth of Virginia Transportation  Department to advertise for bids to construct the trail on Lord Fairfax Community College Campus; and

WHEREAS, the trail will ultimately connect to the Warrenton Branch Greenway and offer a safe, and off-road route for Lord Fairfax Community College students as well increase non-vehicular transportation opportunities further into the County, expand the recreational value of the linear park, provide access for college students to the campus stormwater pond for studies; and

WHEREAS, the Virginia Department of Transportation has previously awarded $206,000 for design and construction of a portion of the trail on the Lord Fairfax Community College Campus of which $170,000 remains; and

WHEREAS, Total Development Solutions submitted a bid of $119,862.63 to construct the portion of the trail included in the bid; and

WHEREAS, the project was scaled back in order to meet the engineer’s estimate; and

WHEREAS, due to the reduced scale the bid is significantly lower than the amount granted and it is hoped that change orders can be negotiated to complete the portions of the project that were deleted from the bid, within the funds available; now, therefore, be it

RESOLVED by the Fauquier County Board of Supervisors this 12th day of February 2009, That the Board of Supervisors does hereby authorize the Director of Parks and Recreation to accept the Total Development Solutions bid of $119,862.63; and, be it

RESOLVED FURTHER, That the Director of Parks and Recreation be authorized to negotiate change orders that can be made within the remaining Transportation Enhancement Program grant amount; and, be it

RESOLVED FURTHER, That the Director of Parks and Recreation shall submit the Total Development Solutions bid to the Virginia Department of Transportation for review and approval prior to contract signature; and, be it

            RESOLVED FINALLY, That the request to authorize the Director of Parks and Recreation to accept the Total Development Solutions bid in the amount of $119,862.63 after review and approval by VDOT, and  negotiate change orders that can be contained within the $170,000 remaining in the grant amount be, and is hereby, approved.
