advertised the project, conducted its required pre-bid
conference and received bids by its advertised January 26,
2009 deadline. The nine bids received ranged from $452,403
to $578,503; the County needs authorization to execute a
contract with SW Rodgers Company, who presented the low

including the County Procurement Office, County Engineer and
a representative from McDonough Bolyard & Peck. VDOT is

the project. Therefore, once the contract is finalized and
executed, the County can immediately provide the contractor
with the notice to proceed.
