Topic: 

A Work Session on the County's Purchase of Development Rights Program will be Held to Receive a Staff Briefing on the Program

Topic Description:

 Paul McCulla, County Attorney, will provide a brief discussion of the legal authority of counties to operate a Purchase of Development Rights program.  Ray Pickering will discuss the County's Purchase of Development Rights program including a discussion of the process and criteria for selecting properties to be included in the program. Bob Lee will discuss his proposal to raise the real estate property tax rate by 2 cents to help fund the County's program.

Requested Action of the Board of Supervisors: 

Receive the information provided by staff at the work session and discuss any questions or issues which Board members might have about the County's program or the County Administrator's proposal.

Financial Impacts Analysis:

There is no financial impact from holding the worksession.  If the tax increase is adopted as part of  the budget, the Commissioner of Revenue estimates the program will generate approximately $1.2 million annually for the program and would increase the average real property tax bill by $40.00 a year ($20.00 per penny on an average house bill of $200,100).
