WHEREAS,  the Fauquier County Board of Supervisors has adopted Travel Policy and Procedures that require approval of expenditures in excess of $1,000; and


WHEREAS,  the Fauquier County Library Board of Trustees requests approval for the Library Director to attend the bi-annual Public Library Association (PLA) Conference scheduled for February 25-28, 2004, in Seattle, Washington, the cost of which is estimated to be roughly $1,300; and


WHEREAS, in November 2003, the Library Board of Trustees adopted a 5-year master plan and an accompanying Balanced Scorecard that address management, resource, and service objectives for the Fauquier County Public Library; and


WHEREAS, foremost among Library Board priorities is the need to understand and manage the demands of an expanding library system within County fiscal guidelines; and


WHEREAS, the PLA conference, long recognized as the “best conference for public librarians,” includes programs offered by national public library leaders on better use of facilities, management, partnerships, staffing, technology, and youth services; and


WHEREAS, the Library Board has encouraged the Library Director to explore methods and means used by other libraries to meet the demands for library service in the twenty-first century; and 


WHEREAS, funding has been appropriated in the library FY 2004 Budget to support this conference; now, therefore, be it


RESOLVED by the Fauquier County Board of Supervisors this 17th day of February 2004, That the Library Director be, and is hereby, granted approval to attend the Public Library Association (PLA) Bi-Annual Conference in Seattle, Washington, from February 25-28, 2004, and to be reimbursed for training and travel expenses.
