Topic: A RESOLUTION ACCEPTING THE AWARD OF RECREATIONAL
ACCESS GRANT FUNDING FOR THE Topic Description:The
Parks and Recreation Department obtained approval to submit two (2) grant
applications for funding to assist with access/egress improvements and
access road installation for the Northern and Central Sports Complexes.
The grant request included $250,000
for roadways and $60,000 for bikeways per site.
The grant further provides, if needed, an additional $100,000 for
roadways, if matched on a dollar-for-dollar basis, and an additional
$15,000 for bikeways, also if matched dollar-for-dollar. On
October 16, 2002, the Virginia Department of Transportation Board awarded
Recreation Access Funds in the amount of $320,450 for the Central Fauquier
Sports Complex with a breakdown as follows:
Bikeway State funding of $53,000, and Access Road State funding of
$250,000 plus a State match of $17,450 = $320,450 (a local match of
$17,450 to be funded from the current Central Sports Complex
allocation brings total Access Road funding to
$337,900). The
State only funds to the focal point of the facility, and must be assured
that park development will occur in a timely fashion related to access
construction. The grant does
not provide for right-of-way acquisition and utility relocation needed in
order to attain an acceptable entrance and roadway – these are
responsibilities of the applicant. The
funding source is the Virginia Department of Transportation.
Any roadway constructed must be entered into the State Scenic Byway
System. The
County’s standard non-appropriation clause needs to be added to the
enclosed draft prior to execution. Requested Action of the Board of Supervisors:Consider
adoption of the attached resolution. Financial Impacts Analysis: Recreation
