A Resolution to Authorize an Agreement with Fairfax County  to Trade Construction and Demolition Wastes

Topic Description:

An agreement has been negotiated with Fairfax County that potentially benefits both localities.  As discussed, Fairfax would deliver 5,000 tons of mixed construction-demolition (C&D) wastes to be recycled. Fauquier County would process the material, separating all recyclables for sale and return the non-recyclable residue plus an additional 1,000 tons of non-recyclable C&D waste.  The recycling rate for mixed construction-demolition waste averages 50 % so the net benefit of this agreement would be to increase Fauquier’s recycled tonnage by approximately 2,500 tons generating increased revenue between $35,000 - $50,000 per year.  Landfill usage would decrease by 1,000 tons, and there would be an estimated 144 fewer roll-off truck hauls to the landfill each year. 

The benefits to Fairfax County are to reduce landfill disposal by 5,000 tons, increase their local recycling rate by approximately 2,500 tons annually, and to increase material taken to the Covanta waste-to-energy plant for the non-recyclable C&D residue to generate electricity.  Fairfax County is responsible for all hauling costs, there would be no fees to either jurisdiction, and all recycling revenues would remain with Fauquier County.

Tonnage, revenue and expenses are summarized below based on average figures from mixed C&D wastes.  Revenue will vary significantly depending on the amount of fines.

Both Fauquier and Fairfax Counties operate under Virginia’s solid waste regulations so unauthorized wastes are not expected to be a significant problem.  If these materials should be delivered, they’ll be charged the appropriate fee for proper disposal.  If the waste trade agreement is successful, it could be expanded in future years as tonnage increases to allow Fauquier County and Fairfax County to mutually minimize landfilling and manage C&D wastes in an optimal manner. 

Requested Action of the Board of Supervisors: 

Consider adoption of the attached resolution.

Financial Impacts Analysis:

Recycling Revenue Increase

▪  5,000 tons of mixed construction-demolition waste will generate $35,000 - $50,000

            ▫  Metal (non-ferrous): 5+ tons @ $750/ton = $3,750

            ▫  Metal (ferrous): 215 – 295+ tons @ $125/ton = $26,875 - $36,875

            ▫  Inerts: 150-200+ tons = $0 (to be reused on landfill roads or sold in future years)

            ▫  Cardboard: 55 – 70+ tons @ $90/ton = $4,950 - $6,300

            ▫  Plastic (vinyl siding): 15 – 25+ tons @ $140/ton = $2,100 - $3,500

            ▫  Plastic (PVC piping): 10 – 15+ tons = $0 (given away to avoid additional sorting costs)

            ▫  Wood: 530 – 725+ tons @ $1/ton = $530 - $725

            ▫  Fines: 100 – 1,200 tons= $0 (to be reused as landfill cover)
