A Resolution to Authorize
the Annual Reimbursement of a Portion of the Real Estate
Taxes of the Property of the Windy Hill Foundation in the
Plains for a Period of Five Years

Topic Description: |
|
The Windy Hill Foundation is
in the process of applying for a grant to complete a sixteen
(16) unit affordable and workforce housing project in The
Plains. The grant application affords additional points in
the event that the locality agrees to abate taxes on the
project for a period of at least five (5) years. Windy Hill
has requested that the County agree to the abatement of
taxes applicable only to the improvements on the property.
Due to the structure of the project, neither tax abatements
nor a tax exemption ordinance are presently a legally
available alternatives, but Windy Hill is legally eligible
for a donation of the taxes which would be attributed to the
value of the improvements. The attached resolution
provides for annual donations in that amount, and also
provides for the alternative of an abatement ordinance
should such abatement become legally permissible. |

Based upon the anticipated
assessed value of the improvements planned by Windy Hill,
the estimated annual impact would be approximately $7,600. |
