A Resolution Allowing the Filing of an Out of Turn Comprehensive Plan Amendment to the  Warrenton Service District Plan


Topic Description: 

The owners of the Cedar Mill Subdivision, located at the intersection of Atlee Road & Frytown Road (Route 674) are seeking to apply for a Comprehensive Plan Amendment to include the parcels comprising the subdivision in the Warrenton Service District.  The property was previously included in the Warrenton Service District, and was removed from the Service District in 2003.  In December of 2005 the Board of Supervisors approved a Comprehensive Plan Conformance Determination to allow the provision of public water to the site.  The provision of public water was contingent on improvements being made to Atlee Road and Frytown Road.

                                       Land Use Plan


The Cedar Mill Subdivision has preliminary plat approval.  The purpose of including the property in the Service District is so that the lots are only required to have a 100% reserve drainfield instead of a 200% reserve drainfield, as required by the County Code for sites outside of Service Districts.  The owners believe they will be able to achieve a higher quality lot design that is also better for the environment if the reserve requirement is lower.  The owners are not seeking to increase the number of lots from the 43 that are approved. 

Comprehensive Plan amendments are accepted twice yearly January 1st and July 1st.  Approval of the attached resolution would allow the property owners to apply out of turn for a Comprehensive Plan amendment and not have to wait until July 1, 2009.


Requested Action of the Board of Supervisors:

Consider adoption of the attached resolution.
