RESOLUTION A RESOLUTION AUTHORIZING THE ESTABLISHMENT AND CONTINUED OPERATION OF A COMPUTER CLUBHOUSE AT MARSHALL COMMUNITY CENTER WHEREAS, the Equal Footing Foundation was formed to create an “equal opportunity” environment where students can access the tools and mentors they need to compete in a skilled and educated workforce through programs and activities that focus on youth development and education; and WHEREAS, to accomplish its mission the Equal Footing Foundation has created, to date, six “Computer Clubhouses” in northern Virginia; and WHEREAS, the Equal Footing Foundation approached the Fauquier County Parks and Recreation Department more than two years ago with a proposal to establish a Computer Clubhouse at Marshall Community Center ; and WHEREAS, since that time, the Foundation and the Department have worked to refine the program, facility needs to accommodate the program, and determine funding for all costs associated with the program; and WHEREAS, given the status of the current economic situation of county governments in general the Foundation has offered to absorb all the costs to establish this program in Fauquier County, including renovations, hardware, software, and network memberships, and for its first three years of operation, including staffing costs, supplies, promotions, etc.; and WHEREAS, to cement this partnership, the Foundation his asking Fauquier County to then assume the staffing and facility costs beginning in FY2012 while the Foundation will continue to pay for computer replacements, software upgrades, staff training, and special programming; now, therefore, be it RESOLVED by the Fauquier County Board of Supervisors this 13th of March 2008 That the Department of Parks and Recreation be, and is hereby, authorized to accept contributions of money and in-kind services to establish a “Computer Clubhouse” at Marshall Community Center; and be it RESOLVED FURTHER That Fauquier County will assume normal operating costs beyond computer replacement, software upgrades, staff training provided by Equal Footing, and special programming, subject to appropriation, beginning with the FY2012 budget year. |
