The current Villages and Settlements
chapter of the Comprehensive Plan was adopted in the 1977 Plan
Revision, and has remained largely unchanged since its original
adoption. The delineation of each village and/or settlement in
Chapter 7 is based upon old tax maps, delineation lines, zoning
designations and a one-half mile radius circle to depict scale
and size. When
considering rezoning applications in the village and settlement
area, Community Development staff has consistently interpreted
that properties within the one-half mile circle radius were
designated for village or settlement uses.
The Planning Commission has recently
identified the Village and Settlement Chapter update as a
project in its 2002 Work Program.
However, until such time as the Planning Commission has
completed its work and made recommendations for Board of
Supervisors’ adoption, the recommended resolution would direct
staff not to use the one-half mile radius circle in determining
the location of village boundary lines.
Such direction would provide staff with a clearer basis
on which village and settlement boundaries should be considered
when making recommendations on rezoning applications.
