Topic: AN ORDINANCE ESTABLISHING A SERVICE DISTRICT FOR THE PROVISION OF ELECTRIC POWER AND LIGHTS IN THE UNINCORPORATED TOWN OF MARSHALL

Attached is a proposed ordinance establishing a special service district for the provision of power and light in the unincorporated Town of Marshall.  Establishment of the service district will permit the imposition of a tax on residents of the district to pay for the services provided to the district.  Streetlights and electric power services will be acquired under an existing County contract with Dominion Virginia Power.  The tax is intended to replace fundraising revenue from the Marshall Community League, which previously paid for these services.

A one cent (1)  levy on the assessed value of all real property located in the proposed district will raise approximately $90,000 annually.  The annual cost of present level of services is estimated at approximately $13,000 to $20,000.
