Background:
In the fall of 2001 the Virginia Department of Game and
Inland Fisheries (VDGIF) approached the Parks and Recreation
Department about operating the concession at Lake Brittle.
In response to that request the Parks and Recreation
Board requested that a Business Plan be developed to better
assess this opportunity. In
January that information was forwarded to the Board of
Supervisors which then acted on the information by expressing to
VDGIF the County's interest in operating the concession.
By the time VDGIF received this communication another
private concession operator had agreed to undertake the
concession. Later,
that concession operator decided to decline the contract and
negotiations with the County were re-opened.
Based on an expression of continued interest by the Board
of Supervisors the Finance Committee approved the expenditure of
$30,665, with revenues of $15,665 to be handled within the
department's current budget with an agreement to hold the
department harmless for any year-end expenditures up to that
amount. In
addition, the Parks and Recreation Board re-allocated its
funding priorities in its Equipment Replacement Program to fund
another $19,800 in equipment needs. Parks and Recreation staff has developed an agreement with
VDGIF that the Parks and Recreation Board approved on March 6.
Staff has also begun to advertise for the positions
needed and developed bid documents for the equipment needed in
order to be prepared to comply with the thirty day startup
requirement. VDGIF
has been reviewing the documents and may propose some minor
changes, such as increasing the number of days per week that the
concession is open during spring and fall and decrease the days
during the summer, etc.
Given
this information the Parks and Recreation Board is recommending
the enclosed contract for approval by the Board of Supervisors
in order to commence operations at Lake Brittle later this
spring. The
agreement addresses a number of key factors, most notably a
one-year term, a requirement that the improvements be done
within 12 months, that the County assumes no responsibility for
the dam safety, and the department is allowed input on the new
facilities to be built.

Financial Impacts Analysis:
|
|
Projected budget for the remainder of FY02 is approximately $30,665
per year offset by $15,665 in revenue.
This only includes $15,000 of the initial $39,490 needed
initially for equipment start-up.
Of this the department is loaning the operation approx.
$19,800 for the boats needed in order to get the operation
functioning. This
equipment should be offset with an annual $4,456 allocation to
the Department's Equipment Replacement Program to provide for
the balance of the equipment needed and to account for
depreciation and ongoing replacement of the initial equipment
purchased.
