Ellis Estates Subdivision: Preliminary Plat/Final Construction Plan: PPLT10-SC-001 and WVRP10-SC-006 – Scott District

 

Topic Description:

 The applicant is seeking Preliminary Plat approval to divide a +10.03 acre parcel into four (4) single- family lots, ranging in size from +1.48 acres to +3.81 acres. Each lot will be served by a well and individual drainfield.

The applicant has also requested that Subdivision Ordinance Section 10-6 be waived, which would eliminate the requirement for separate construction drawings. The Preliminary Plat/Final Construction Plan submitted to our office includes all necessary items as required by both plan categories. A copy of the Preliminary Plat/Final Construction Plan is included as Attachment 2. A copy of the applicant’s Statement of Justification related to the waiver request is included as Attachment 3

 

Location,  Zoning and Current Land Use:

The property is located on the south side of Bunker Hill Road (Route 763) in the Scott Magisterial District. The parcel is zoned Residential (R-1). Adjacent properties to the north, east, and west are also zoned R-1. Adjacent properties to the south are zoned Rural Agriculture (RA).  

 

Planning Commission Summary and Action of March 25, 2010:

The Planning Commission discussed this item at its work session; however, due to failure to notify adjacent property owners, action was unable to be taken on this item. The Planning Commission will be holding a meeting on the morning of April 8, 2010 to take action on this Preliminary Plat.

Requested Action of the Board of Supervisors:   

No action is necessary to approve the Preliminary Plat, unless a majority of the Board wishes to consider this preliminary subdivision application. On April 8, 2010, the Planning Commission will be holding a meeting to approve the Ellis Preliminary Plat/Final Construction Plan and Waiver. The following condition is proposed:


The Final Plat shall be in general conformance with the Preliminary Subdivision Plat/Final Construction Plan "Ellis Estates” dated October 7, 2009, last revised February 3, 2010, signed by John P. Foster on February 3, 2010.
