The County
contracts the technical review of proposed
telecommunications facilities to a consultant and a recent
updating of the consultant fees, resulting from a
competitive Request for Proposal process, has created the
need to update the Department of Community Development’s fee
schedule to offset the price increase for the review of
telecommunications facilities that are not subject to the
special exception process. |

Conduct
a public hearing and consider adoption of the
attached
resolution. |

Financial Impact Analysis: |
|
Since the
adoption of the requirements for the review of
telecommunications facilities, the County has used the
services of specialized consultants. The County has
recently undertaken a Request for Proposal process to
solicit the services of a qualified consultant. As a result
of this process and the time elapsing from the original
contract, the fees associated with the review of
telecommunications facilities that are not subject to the
special exception process have increased to $2,400 per
application. An increase in the fees charged by the County
is necessary to cover the cost of the consultant review.
Community
Development’s fee schedule is based on the County’s goal to
charge fees for required land development applications in
keeping with inflation, personnel, processing, and
inspection requirements due to application and project
complexities, and to maintain effective, quality and
responsible service. The proposed change to the fee
schedule keeps pace with the new fees charged by the
consultant, and clarifies that the base amount charged for
both minor and major site plans are similar to the amount
charged for other uses, with the needed technical review by
a qualified consultant to be charged a fee that directly
covers the fee charged to the County by the consultant. |
