A Resolution to Adopt the Employee Health Care Plans and Rates for FY 2011

Topic Description:

On March 22, 2010, the Personnel Committee was presented the Medical Insurance and Dental Insurance plan design and rate changes for FY 2011. 

No plan changes are being proposed for the Anthem Blue Cross Blue Shield medical insurance or prescription drug program.  For the dental insurance through Delta Dental of Virginia, it is being proposed to add the Prevention First program to both dental plan options, as well as to add certain cardiac conditions to the current Health Smile, Healthy You program.

The attached rate structures are recommended for approval.  The medical plan proposes no increases to full-time or part-time permanent employees.  The dental plan proposes to increase both the employer and employee contributions by 1% for the standard option plan and 2.5% for the high option plan, to be shared equally.  Rate changes are recommend for special categories as shown on the attached documents.

Requested Action of the Board of Supervisors:

Consider adoption of the attached resolution.

Fiscal Impact Analysis:

The FY 2011 health care costs are expected to be addressed through a combination of budgeted funding and benefit plan adjustments.
