A Resolution to Adopt the 2009-2010 through 2014-2015
Secondary Road Six-Year Plan (SSYP) and the 2009-2010 Fiscal
Year Budget

Topic Description: |
|
Pursuant to Section 33.1-70.01 of the Code of Virginia,
1950, as amended, a joint public hearing will be held with
the Board of Supervisors and a representative of the
Virginia Department of Transportation (VDOT) to receive
public comment on the proposed Secondary System Construction
Program for Fiscal Years 2009-2010 through Fiscal Years
2014-2015. Copies of the proposed program and budget may be
reviewed at the Warrenton Residency Office of the Virginia
Department of Transportation, located at 457 East Shirley
Avenue, Warrenton, Virginia. A summary of the projects is
located at Attachment 1.
This past year three projects, Eskridges Lane, Elk Run Road,
and Lucky Hill Road were completed. Two projects on
Dumfries Road (#11216 and #11217) and another on Silver Hill
Road are currently under construction. A third project on
Dumfries Road (#76193) and the project on Old Culpeper Road
are recommended to be removed from the priority list due to
budget constraints. The two projects to be removed will be
“in storage” and can be resurrected at a later date as more
funding becomes available. |

Transportation Committee Recommendation: |
|
On
March 25, 2009, the Transportation Committee unanimously
recommended approval of the Secondary Road Six-Year Plan, as
included in the attached resolution.
In
addition to the VDOT recommended projects, the
Transportation Committee recommended the addition of
improvements to Schoolhouse Road (Route 661), although this
project was not given a ranked priority. VDOT has not had
the opportunity to evaluate the Schoolhouse Road proposal to
determine if it is eligible for inclusion on the Six-Year
Plan, nor has VDOT generated a cost estimate for the
project. A discussion of all projects “in storage” with
VDOT took place at the Transportation Committee meeting in
March. VDOT will be working with the Transportation
Committee over the next few months to list and consider the
projects “in storage” to come up with a County list of
priorities that could be resurrected at a later date as more
funding becomes available.

Requested Action of the Board of Supervisors:
Conduct a joint public hearing with the Virginia Department
of Transportation and postpone action until the May 14, 2009
