This
revision to the Department of Community Development’s fee
schedule amends the fee categories associated with land
development applications to add a subcategory for early
grading permits under land disturbing permits.

Requested Action of the Board of Supervisors: |
|
Conduct
a public hearing. Due to Board of Supervisors policy, a
resolution for fee schedule approval cannot occur until the
May 8, 2008 meeting, with an effective date of June 1,
2008.

Financial Impact Analysis: |
|
The proposed fee is anticipated to offset the costs involved
in the review and inspection of early grading permits.

Summary
Staff Report: |
|
The Board of
Supervisors is currently considering the addition of an
early grading permit process for commercial, industrial and
governmental projects for which a major site or
infrastructure plan is currently under review. An overall
fee in the amount of $4,000 per acre, based on disturbed
acreage, with a fee cap of $25,000 is proposed for this
process. The overall fee includes plan review for the early
grading plan, and bond review and land disturbing permit
fees for the total project. This fee is essentially all
inclusive for a construction project, except for the fee for
the review of the site plan itself. The fee will cover the
cost of staff time associated with review of the plan,
performance bonds and development agreements, as well as the
in-field inspections of the grading and construction
operation. The cost of the review and inspection work
performed by John Marshall Soil and Water Conservation
District will be defrayed by this proposed fee. The
proposed amendment to the Department of Community
Development Fee Schedule is shown in
Attachment 1.
