Topic:

A Resolution to Adopt the 2008-2009 Through 2013-2014 Six-Year Plan for Secondary Roads and the 2008-2009 Secondary Road Improvement Budget

Topic Description:

Pursuant to Section 33.1-70.01 of the Code of Virginia, 1950, as amended, a joint public hearing is required to be held with the Board of Supervisors and a representative of the Virginia Department of Transportation (VDOT) to receive public comment on the proposed Secondary System Construction Program for Fiscal Years 2008-2009 through Fiscal Years 2013-2014.  The joint public hearing with the Virginia Department of Transportation was held on March 13, 2008 and the public hearing was closed.  Action was postponed for 30 days. 

At the public hearing, several citizens spoke concerning Washwright Road (Marshall District), which was not included in the Six-Year Plan recommended by the Transportation Committee.  Some citizens wanted Washwright Road included in the Six-Year Plan, others wanted it removed from the plan.  VDOT Warrenton Residency Administrator, J. David Cubbage, also recommended at the public hearing that Fenny Hill Road (Route 816) be removed from the Six-Year Plan due to funding reductions. 

Copies of the proposed program and budget may be reviewed at the Warrenton Residency Office of the Virginia Department of Transportation, located at 457 East Shirley Avenue, Warrenton, Virginia.  A summary of the projects is located at Attachment 1.

Requested Action of the Board of Supervisors:

Take action on the 2008-2009 Through 2013-2014 Six-Year Plan for Secondary Roads and the 2008-2009 Secondary Road Improvement Budget (See attached resolution)

Transportation Committee Recommendation:

On February 27, 2008, the Transportation Committee unanimously recommended approval of the Secondary Road Six-Year Plan and Budget.  (Fenny Hill Road was included in this recommendation.)  The Transportation Committee recommended the deletion of Washwright Road for reconstruction and surface treatment.  This project had been included in the Fiscal Year 2007-2008 priority list.  Several Citizens from Washwright Road spoke at the Transportation Committee meeting to request removal of this project from the priority list.  No new projects have been added to the list since last year.   

Financial Impact Analysis:

VDOT has submitted estimated program allocations and a budget for the Secondary System.
