Supervisors Meeting Date: Staff Lead: Department: Janelle Downes, Director Human Resources Topic: A Resolution to Award the Medical Insurance and Prescription Drug Plan Contract to Anthem Blue Cross Blue Shield and to Adopt the Health Care Plan Rates for FY 2008Topic Description: Attached is the report from the Health Insurance Advisory Committee (HIAC) that was presented to the Board of Supervisors and the School Board at the Joint Work Session on March 15, 2007. It is the recommendation of the HIAC to award the contract for the medical insurance and prescription drug services to Anthem Blue Cross Blue Shield. The medical insurance plan proposes minor benefit changes to keep with Anthem’s standard plan offering. It is further proposed to maintain the current full-time employee contribution levels for each of the plans. Rate changes are recommended for special categories as shown on the attached documents. The dental plan proposes no benefit changes. It is further proposed to increase both the employer and employee contributions by 7.0% to equally share the increase in premiums by Delta Dental of Virginia. Rate changes are recommended for special categories as shown on the attached documents. Requested Action of the Board of Supervisors:Consider adoption of the attached resolution. Fiscal Impact Analysis: The FY 2008 health care costs are expected to be addressed through a combination of budgeted funding and benefit plan adjustments.
