The applicant is seeking renewal of a previously approved
Preliminary Plat approval to divide 17.4760 acres into four
(4) single family lots ranging in size from two (2) to ten
(10) acres. Each property will be served by individual
wells and drainfields. The Preliminary Plat is included as
Attachment 1.
The Preliminary Plat was approved by the Fauquier County
Planning Commission on July 25, 2002 and placed on the Board
of Supervisors’ August 19, 2002 consent agenda. The
applicant requested a Preliminary Plat extension on January
23, 2004; however, since that time the Preliminary Plat has
expired. The applicant was required to obtain permits from
the U.S. Army Corps of Engineers and/or Department of
Environmental Quality for construction of two (2) ponds
shown on the Final Construction Plans, which delayed
progress of the Final Construction Plans. The applicant has
been pursuing Final Plat approval and at this point has
minor revisions to make to the Final Construction Plans.

Requested Action of the Board of Supervisors: |
|
No action is necessary, unless a majority of the Board
wishes to consider this preliminary subdivision
application. On March 30, 2006, the Planning Commission
voted to approve the Shipe’s Ridge Preliminary Plat
including the waiver of Section 5-8, subject to the
following conditions:
- The
Final Plat shall be in general conformance with the
Preliminary Plat entitled “Shipe’s Ridge” dated March
11, 2002, last revised July 11, 2002 and received in the
Planning Office on February 8, 2006, except as modified
by these conditions. This approval is for a maximum of
four (4) single-family residential lots.
- Prior
to final plat and construction plan approval, the
applicant shall submit a detailed landscape plan as
required pursuant to Section 7-600 of the Zoning
Ordinance.
- A
Virginia Certified Professional Soils Scientist (CPSS)
shall adjust the preliminary soil map lines (with
revisions) onto the final drainfield plat. This shall
be done in the field and checked for any additional soil
information to be added to the final scale plat map.

Interpretive information from the County Interpretive
Guide for each mapping unit shown on the above plat
shall be placed on the same soil map. Also, a Symbols
Legend shall be placed on the plat map to identify spot
symbols.
- A
signature block shall be placed on this plat for the
CPSS to sign which states:
Preliminary Soils Information Provided by the Fauquier
County Soil Scientist Office via a Type I Soil Map
(1"=400') Dated August 21, 2001.
This Virginia Certified Professional Soil Scientist has
field reviewed and adjusted the preliminary soil
information onto the final plat (1"=___') and certifies
that this is the Best Available Soils Information to
Date for Lots 1-____.

- The
following statements shall be placed on the same plat
map:

“The County recommends that no below grade basements
be constructed on soil mapping units 10B, 13B, 313B
and C, 416C and 434B due to wetness unless the
foundation drainage system of the structure is
designed by a Virginia Professional Engineer.”
-
“The County recommends that before road or home
construction begins in the soil mapping unit 33C a
site specific evaluation be conducted so that
shallow to bedrock areas are identified. These
areas may require blasting if deep cuts or
excavation is done.”
-
“Before a home is started, the builder shall mark
the drainfield area off and not disturb it during
construction.”
- The
shared driveway aprons shall be designed and paved to
Virginia Department of Transportation (VDOT) standards
and appropriate bonding shall be posted as required by
the County and/or VDOT.
- No
additional driveway locations shall be permitted along
Elk Run Road.

Location:
The parcel
is located on the south side of Elk Run Road (Route 806),
between its intersection with Ensors Shop Road (Route 637)
and Roselawn Lane (private).
