A Resolution to Authorize the Release of Funding for Design and Bidding Services – Catlett/Calverton Sewer Service

Topic Description:

The County Capital Improvements Program provides an allocation of funds for sewer service to the Catlett/Calverton communities.  The County has, for a number of years, explored different approaches to manage failed drainfields and poor soil conditions in this area.  The 2004 Capital budget includes an appropriation of funds in the amount of $2,100,000 for this work.  The preliminarily estimate for the project is $8,000,000. 

The Fauquier County Water and Sanitation Authority (WSA) has requested proposals for the design of the waste treatment plant and for developing a collection system.  WSA is prepared to award engineering contracts for design and bidding services subject to confirmation from the County.  The design and development phase is expected to require eighteen (18) months to complete.

Requested Action of the Board of Supervisors: 

Consider adoption of the attached resolution.

Financial Impacts Analysis:

Funds have been appropriated in the amount of $2.1 million dollars.  Federal funding is being pursued as well as a partnership with Quantico that would provide a needed operating income base for the project.  Funds not forthcoming from these other sources would be provided from debt financing.
