CONSIDER PRELIMINARY SUBDIVISION APPLICATION (PP03-S-14) -MARY ANNE SMITH SUBDIVISION, SCOTT DISTRICT

Topic Description:

The applicant is seeking Preliminary Plat approval to subdivide 11.21 acres into two (2) single-family residential lots.  Parcel A-1 is proposed to be 9.21 acres and Parcel B is proposed to be 2.0 acres.  One new dwelling unit would result from this subdivision.  The property is located north of Dumfries Road (Route 605), east of Grays Mill Road (Route 674) and west of Knightsbridge Lane .  All adjacent properties are zoned Residential (R-1).

Section 9-7 of the Subdivision Ordinance requires that "…all preliminary plats approved by the Planning Commission shall be referred to the Board of Supervisors at its next regularly scheduled meeting…If the Board takes no action on the preliminary plat referral, the preliminary plat shall be deemed approved in accordance with the actions of the Planning Commission."

Requested Action of the Board of Supervisors:

No action is necessary, unless a majority of the Board wishes to consider this preliminary subdivision application.  On March 27, 2003 , the Planning Commission voted to approve the Mary Anne Smith Preliminary Plat subject to the conditions noted below:

  1. The final plat shall be in general conformance with the preliminary subdivision plat entitled “Plat Showing Parcel A-1 and Parcel B” dated January 14, 2003 and received in the Planning Office on January 31, 2003.
  2. An ingress/egress easement shall be platted on the final construction plans to allow a portion of the driveway for Parcel A-1 to cross over onto Parcel B. 
  3. The plat shall indicate the distance from the centerline of the nearest lane or roadway to the property line.
  4. The distance to the nearest intersection shall be shown on the final plat.
  5. Prior to final construction plan and final plat approval, the applicant shall submit a detailed landscape plan as required by Section 7-600 of the Zoning Ordinance.
  6. Bulk regulations for the R-1 zoning district shall be listed on the final construction plans.
  7. The proposed driveway culvert shall be appropriately sized for a 10-year storm.
  8. Efforts shall be made to filter runoff from the micaceous soils found in soil 53D on Parcel B through a silt fence.  Dams shall be checked before releasing the flow into intermittent or perennial drainageways. 
  9. The County Hydrology layer shall be added to the final soil map.
  10. The following symbol and identifier shall be placed on the final soil map:  Intermittent drainageway.
  11. Copy and paste the interpretive information table from the Interpretive Guide to the Soils of Fauquier County, Virginia and include all other applicable information from the guide.
  12. State the source of the soil map as the following:  “Soils information via Fauquier County Soil Survey (originally mapped at 1” = 1320’)”.
  13. The following statement shall be put on the final drainfield plat: "Before a home is started the builder shall mark the drainfield area off and not disturb it during construction." 
  14. The primary and reserve drainfield and well types shall be stated on the final construction plans.
  15. The applicant shall receive Health Department approval for all drainfield and well sites and types prior to filing final construction plans.
