Topic: 

A Resolution to Authorize the County Administrator to Execute a Contract for Real Property Appraisal Services Commencing with Tax Year 2010

 

Topic Description:

On January 31, 2008, the Fauquier County Procurement Division issued a Request for Proposal (RFP) for the appraisal of all real property at its fair market value in money as of January 1, 2010.  A subsequent clarification addendum was issued February 14, 2008.  Two proposals were received in response to the RFP by the February 27, 2008 deadline.


A selection committee made up of three County representatives and an advisory member reviewed and evaluated the Offerors’ proposals and clarification question responses, and recommends contract award to Wampler Eanes Appraisal Group, Ltd., of Daleville, VA.

 

Requested Action of the Board of Supervisors: 

Consider adoption of the attached resolution.

Financial Impacts Analysis:

As part of the Reassessment department budget, the 2010 general reassessment contract price is $745,000, plus an estimated additional 2,000 permits at $21.95/permit to complete assessment of new construction taking place between October 2, 2009 and the end of the year.   Funding for this two year project has been identified through the FY 2009 budget process and is scheduled to be appropriated from the General Fund reserve.

Note:  The contract includes pricing for the ongoing new construction appraisals ($21.95/permit) which take place between the end of the current reassessment period and the next reassessment.  This cost does not financially impact the 2010 general reassessment.
