RESOLUTION

A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO REQUEST THE RE-ALLOCATION OF TRANSPORTATION ENHANCEMENT GRANT FUNDS FROM MARSHALL GATEWAY AND SALEM MEETING HOUSE PROJECT TO THE MARSHALL MAIN STREET PROJECT

WHEREAS, Transportation Enhancement (TEA) grant funds were awarded by the Virginia Department of Transportation (VDOT) to the Marshall Gateway and Salem Meeting House project in FY 2001 for the purpose of installing welcome signs, construction of sidewalks, and the construction of a transportation museum; and

WHEREAS, the Fauquier Heritage and Preservation Foundation, Inc., diligently worked with the County and the Rappahannock-Rapidan Regional Commission to complete the Marshall Gateway/Salem Meeting House project as originally planned; and

WHEREAS, due to space constraints, the sidewalks designed for this project could not be constructed to VDOT specifications; and

WHEREAS, competitive bids for the construction of the transportation museum exceeded the grant allocation and budget for constructing this facility; and

WHEREAS, the original proponent of this project, the Fauquier Heritage and Preservation Foundation, Inc., does not consider it financially feasible for completion in light of the budget shortfall; and

WHEREAS, VDOT has indicated that TEA funds may be de-allocated from this project to allow re-allocation to another TEA project; and

WHEREAS, at its meeting of April 21, 2008, the Fauquier Heritage and Preservation Foundation, Inc., voted to request a modified TEA grant project scope, to include (1) a patio, off-street parking, and associated landscaping, on the Salem Meeting House property, and (2) if it proves feasible, construction of sidewalks along Business Route 17 ; and

WHEREAS, the Fauquier Heritage and Preservation Foundation, Inc., has determined that completion of the modified project scope, pending approval by the Virginia Department of Transportation, while improving the gateway to Marshall will not fully utilize the associated TEA grant funding; and

WHEREAS, the Marshall Main Street Project has been approved by the Commonwealth Transportation Board for fiscal year 2009 TEA grant funding; and

WHEREAS, the Fauquier Heritage and Preservation Foundation, Inc., has graciously offered to support the request for re-allocation of remaining TEA grant funds to the Marshall Main Street Project; and

WHEREAS, it is the desire of the Fauquier County Board of Supervisors to retain the remaining TEA funds for the Marshall Main Street Transportation Enhancement Project; now, therefore, be it

RESOLVED by the Fauquier County Board of Supervisors this 8th day of May 2008, That the Board of Supervisors does hereby direct the County Administrator to formally request VDOT to de-allocate unexpended TEA funding from the Marshall Gateway and Salem Meeting House Project upon completion of the modified project; and

RESOLVED FURTHER, That the County Administrator is hereby directed to request the re-allocation of those funds to the Marshall Main Street TEA Project; and, be it

RESOLVED FINALLY, That the Fauquier County Board of Supervisors does hereby direct the County Administrator to work with VDOT to close the Marshall Gateway and Salem Meeting House Project upon completion of the modified project.
