Richards Turnbull Estates Subdivision: Preliminary Plat PPLT06-MA-007, Marshall District

 

Topic Description:

The applicant is seeking Preliminary Plat approval to divide one parcel of approximately ±11.50 acres into five (5) single-family residential lots ranging in size from ±1.0 to ±2.553 acres.  In addition, there is a SWM/BMP lot and an administrative lot (under separate application). This Village (V) zoned parcel has the gross subdivision potential of approximately sixteen (16) lots.  Each property will be served by a private well and septic field.  The Preliminary Plat is included as Attachment 1.

Section 19-18 of the County Code requires a proposed subdivision to connect to a public water system if located within 300 feet of such system.  The proposed subdivision is approximately 504 feet from the Turnbull water system.  The Water and Sanitation Authority indicates that the existing Turnbull water system has approximately four (4) taps left on this system which would not suffice even if the subdivision were located within the 300 feet.

 

Zoning/Acreage/Land Use: 

The ±11.5 acres are zoned Village (V).  Adjacent properties to the north, south and west are zoned Village (V) and Rural Agricultural (RA) to the east.

 

Requested Action of the Board of Supervisors:

 

No action is necessary, unless a majority of the Board wishes to consider this preliminary subdivision application.  On April 27, 2006, the Planning Commission voted to approve the Greenwich Woods Preliminary Plat, subject to the following conditions:

 

  1. The Final Plat shall be in general conformance with the Preliminary Plat entitled “Richards Turnbull Estates” dated August 16, 2005, last revised March 27, 2006 and received in this office April 7, 2006.  This approval is for a maximum of five (5) single-family residential lots.

 

  1. Houses and drainfields shall not be located in swales.  The house pad and drainfield on Lot 3 shall be moved outside the swale. 

 

  1. All intersections shall meet the County intersection landing requirement IL-1.

 

  1. This site is located on soils that are characterized by shallow rock and as such blasting may be required.  Prior to any blasting, the Office of Emergency Services shall be contacted and any applicable permits must be obtained.

 

  1. An overlot grading plan shall be provided as part of the Final Construction Plans.

 

  1. All existing utilities shall be shown on the Final Construction Plans.

 

7.      The Final Construction Plan shall address Preliminary Plan Checklist Geometrics item 10 regarding the centerline distance, curve data, etc.

 

Location:
