A selection panel made
up of representatives from GIS, the Commissioner of the
Revenue's office, and County Administration issued a
Request for Proposal (RFP) for the appraisal of all real
property at its fair market value in money as of January
1, 2006. Five proposals were received in response to
the RFP, and the committee determined Pearson Appraisal
Services, Incorporated, of Richmond, Virginia, to be the
most qualified firm to provide this service. During a
work session held on May 17, 2004, Tom Morelli, the
State Property Tax Manager, and Fred Pearson of Pearson
Appraisal Services, Incorporated, met with the Board of
Supervisors to address questions and concerns regarding
the upcoming reassessment. A
two-party contract that incorporates the original
RFP and Pearson's response, in a format previously
approved by the County Attorney, has been prepared for
consideration by the Board of Supervisors. |

lump sum cost for the Reassessment, to be completed by
December 31, 2005, is $
595,838.25,
with the cost per parcel for ongoing new construction
appraisals at $18.70/parcel. |
