RESOLUTION

A RESOLUTION TO APPROVE ALLOCATION OF THE PROCEEDS FROM INVESTMENT OF THE DISTRIBUTION FROM THE PAUL MELLON ESTATE, APPROVE USE OF A PORTION OF THE PROCEEDS FROM INVESTMENT OF THE DISTRIBUTION FROM THE PAUL MELLON ESTATE, APPROVE USE OF THE BALANCE OF THE CURRENT FUNDING FOR THE NORTHERN SPORTS COMPLEX AND COMMUNITY PARK, AND APPROVE THE GOALS AND CRITERIA FOR THE PLANNING OF THE NORTHERN SPORTS COMPLEX AND COMMUNITY PARK

            WHEREAS, Fauquier County has received a distribution of funds from the Paul Mellon Estate in the amount of $10,000,000 toward the development of the northern sports complex and community park; and

WHEREAS, the Parks and Recreation Board has recommended that the proceeds from interest on the distribution be retained for the northern sports complex and community park; and

WHEREAS, the Parks and Recreation Board has recommended that a portion of the interest proceeds be used to hire a Park Manager to begin work as soon as possible to assist with the management of the project, details associated with the project, and initiation of the operational aspects of the facility; and

WHEREAS, the Parks and Recreation Board has recommended that the funds remaining in the northern complex account be distributed to the central and southern complex projects; and

WHEREAS, the Parks and Recreation Board has recommended that the following guidelines be adopted with regard to the planning aspect of this project:

1.      That the basic conceptual plan as currently drawn, which was the basis for the distribution by the Paul Mellon Estate, be ratified with only minor changes to be considered as determined by the Parks and Recreation Board;

2.      That the character of the existing property, including its relationship to that of the surrounding northern Fauquier environs, be maintained in design;

3.      That the facility focus on youth sports while effectively serving all ages;

4.      That the facility design promote community;

5.      That the facility design complement the Marshall Community Center;

6.      That, in honor of the giver and to promote effective stewardship, the facility design be of high quality;

7.      That planning guidelines for each facility be developed;

8.      That the target planning budget be $9,500,000 which includes a $1,000,000 contingency fund, allowing $500,000 for future improvements; now, therefore be it

RESOLVED by the Fauquier County Board of Supervisors this 18th day of March 2002, That the interest proceeds from the investment of the Paul Mellon estate distribution be retained specifically for use at the northern sports complex and community park; and, be it

RESOLVED FURTHER, That a portion of the interest proceeds be used to hire a Park Manager for the project and the facility; and, be it

RESOLVED FURTHER, That the funds currently remaining in the northern sports complex and community park CIP project account be distributed to the central and southern complex projects; and, be it

RESOLVED FINALLY, That the planning guidelines as recommended by the Parks and Recreation Board for the project be adopted.
