Objective:
Balance Quality Services with Fiscal Integrity
|
- Develop
external customer service surveys for each department and
develop consistent standards to provide services.
|
In the interest of providing excellent public
service, each department will be charged with developing standards
for service delivery, and surveying its customers to determine if
those standards are being met.
|
- Develop
internal customer service surveys for each department and
develop consistent standards to provide services.

In the interest of providing excellent
inter-departmental service, each department will be charged with
developing standards for service delivery, and surveying its
customers to determine if those standards are being met.
|
- Develop
a five-year budget plan that integrates strategic objectives.
|
A five-year budget plan should be developed,
and include sufficient funding for the accomplishment of the
strategic objectives as outlined in the Balanced Scorecard and take
reductions where these strategies produce savings.
|
- Mentor
new managers and employees
|
Experienced managers and staff will be tasked
with mentoring new managers and employees to ensure they have a
comprehensive understanding of the objectives, strategies, policies
and procedures of the County.
|
- Annually
assess staff training needs.
|
To ensure staff has adequate training to make
the best use of the resources available to them, and to enhance
customer service, an annual review of training needs must be
conducted in order to address those needs.
|
- Develop
and implement individualized training curricula.
|
Based on the results of the annual training
assessment, training programs, incorporating both generic and task
specific requirements will be designed for each individual employee
and will be completed as scheduled in each individual’s program.

Objective:
Manage Growth in a Manner which Protects our Agriculture,
Environment, Quality of Life, and Historic Resources
|
- Transform
use value to purchase development rights.
|
Discontinue the land use program as it
currently exists, and implement a purchase development rights
program in its stead.
|
- Distribute
public safety resources to ensure responsive and quality service
(including but not limited to a southern safety substation).
|
Ensure all citizens have adequate access to
public safety resources. Future
stations should be placed in areas which have a clearly demonstrated
need for increased public safety presence.
|
- Develop
public/private partnerships to protect and preserve our
environment.
|
Many private organizations concur with the
County’s goals of managing growth to protect our environment. Form collaborative partnerships with these groups to allow
for increased citizen participation and more successful results.
|
- Revise
development regulations, zoning ordinances and comprehensive
plan to emphasize compatible design and proximity of work, home
and services.
|
To provide Fauquier’s citizens with work and
services close to their homes requires the revision of development
regulations and documents.
|
- Develop
financial policies that support the preservation of open
space/farmland.
|
To ensure adequate resources for the
preservation of open space/farmland, policies and budgets must be
developed accordingly.
|
- Concentrate
commercial and business tax base within selected service
districts through the development and marketing of business
parks.
|
To prevent haphazard commercial and industrial
growth, promote business parks, which are of the type valued, within
service districts.
|
- Promote
programs for private/charter schools and home schooling.
|
Recognizing that private/charter schools and
home schooling help alleviate some of the financial burden on the
public school system, alternative programs such as these should be
promoted and supported.

- Educate
public officials, employees and the general public on managed
growth strategies.
|
To foster public understanding and support of
the County’s managed growth policies, everyone must be informed of
the benefits of those policies.
|
- Partner
with community colleges and high schools to enhance
opportunities for students, employees of local businesses, and
adult learning.
|
Advanced education for the citizens of the
County leads to enhanced economic opportunities for both them and
local businesses. Partnerships
with learning institutions at all levels must be encouraged.
|

Objective:
Conduct County Government Openly
|
- Implement
television broadcast and web cast capability for County
government meetings.
|
To disseminate information to the public
regarding County activities and policy decisions, broadcast and web
cast capability must be implemented.
|
- Create
a position of Public Information/FOIA Officer
|
To ensure an accurate representation of County
activities and policy decisions, and prompt and efficient responses
to citizen inquiries, a PIO/FOIA Officer position must be created
and filled.
|
- Computerize
Community Development records in a manner that allows the
general public full access.
|
Many citizens have expressed a desire to have
easier and better access to community development records. These records should be computerized, and made available to
the citizens via mechanisms such as the Internet.
|
- Implement
and maintain E-government.
|
The County should continue with the
implementation of an approved E-government plan.
|
- Use
multi-departmental and Board of Supervisors’ meetings to gauge
progress on organizational strategy.
|
To determine the level awareness and
effectiveness, use meetings as a forum to share strategy information
and progress.
|
