The
applicant is proposing to develop an approximately 975-lot
residential subdivision in the New Baltimore Service District on
approximately 1,039 acres of land.
The assemblage of land includes the former Waterfield site
(currently approved for 667 dwelling units in a PRD zoning
district) along with other adjacent lands (Gerber tracts, and
others referenced as the Brookside Communities LLC) that are zoned
R-1 (Residential). The
former Waterfield site is now referred to as Brookside Farm, while
the R-1 land is referred to as Brookside.
The
applicant is seeking the following comprehensive plan amendment in
association with their companion proposals for various special
exceptions, a rezoning amendment and preliminary subdivision:
1)
An amendment to include various properties in the AB-1 sewered area of
the New Baltimore Service District.
These properties are to the south and west of the former
Waterfield site, and are generally located between Riley Road
(Route 676) and Route 602 (Rouges Road).
With few exceptions, the current New Baltimore Service
District plan calls for no sewer extensions on the south side of
South Run.
The
associated proffer amendment application for the former Waterfield
site is discussed under a separate agenda request item.
In addition, the applicant has filed a preliminary
subdivision plat and special exceptions which are reviewed under
separate agenda items.
The
applicant has requested that these combined applications be
tracked concurrently through the public hearing process.
A
public hearing on this case was opened on March 18, 2002, and left
open for the April 25, 2002 meeting.
The public hearing for the Comprehensive Plan Amendment was
closed, but decision was postponed for thirty days.
