The Facilities Planning and
Implementation Committee (FPIC) have reviewed the plan and
bids to improve access to the John Barton Payne Building.
This project was originated by the Library Board in order to
make the historic structure accessible to the handicapped.
Improvements will also provide a second egress location that
will allow full use of the meeting area consistent with
current building and fire codes.
The project has been complex
and entailed much interaction with the Town of Warrenton
Architectural Review Board (ARB) and the cooperation and
assistance of the Fauquier Bank, which owns the adjoining
property.
On April 25, 2006, three
bids were received for the project. The low base bid was
submitted by J. Crowder Corporation, in the amount of
$547,000. Total estimated project costs are $792,000, which
includes design, construction, utility relocation,
construction management and contingency. This amount is
approximately $198,000 above the current appropriation of
$594,000 for this project. To date nearly $105,000 has been
expended.
The architect, construction
manager and staff have met with the contractor to review
possible revisions to the project without impacting the
building exterior that has been reviewed and approved by the
Warrenton ARB. A recommendation regarding possible contract
revisions will be available for review prior to the Board
meeting.
