Topic: 

A Resolution to Establish Timeframes for Completion of Approved Purchase of Development Rights (PDR) Projects

Topic Description:

A maximum of 90 days will be provided for execution of the PDR Commitment Agreement after Board of Supervisors approval.  If not received, the County has the right to rescind the offer.  In addition, a period of one year from date of execution of the Commitment Agreement is established for landowners to show significant progress toward completion.  If there has been no progress, the County may rescind the offer.  Should additional time be required, a written request must be made outlining progress made and explains the reasons for the request.  One additional year may be granted; however, if the easement is not completed within this timeframe, the County may rescind the offer.  The landowner would be required to reapply in a subsequent application round to be considered for the PDR Program.  These timeframes will be effective starting with the next application round, open from June 1, 2006 to August 31, 2006.

Consider adoption of the attached resolution.
