A Resolution to Provide
Additional Financial Support for the Construction of the
Birmingham Green Assisted Living Facility |

Birmingham Green has been
actively pursuing Federal grant funds to build a ninety-two
(92) unit assisted living facility to replace an existing
sixty-four (64) bed dormitory-style facility build in 1927
and remodeled in the 1950’s. The design and HUD approval
process has taken considerable time and final approval on a
plan submitted in September 2005 has now been received.
Throughout the design and approval process, Birmingham Green
has dealt with the need to secure additional funding to keep
pace with the significant increases in construction costs
that has been experienced during this period. In order to
secure the $6,800,000 in HUD funding and proceed to grant
closing, the five localities have been asked to contribute
an addition $1,500,000 to the project. Based upon the
actual bed utilization in past years, Fauquier County has
been requested to contribute $75,000. Fauquier County has
previously provided $50,000. All five local governments
have scheduled this request for consideration at their June
meetings.
Attached is a spreadsheet
that identifies funding sources and planned uses that
illustrates the impact of escalating construction costs.

Financial Impacts Analysis: |
|
The Birmingham Green
facilities need to be replaced. It is important to proceed
now to secure Federal funding and to execute construct ion
contracts. Funds to provide the Fauquier County share of
this project in the amount of $75,000 are available in the
FY06 General Fund Contingency Account.
