The Department needs to send Jennifer Kilanski, Assistant
County Engineer, to the Federal Emergency Management Agency
(FEMA) certified HEC RAS Training Course being offered at
Penn State University from August 11-13. The course costs
$1,595 for the three days, while lodging, per diem (meals)
and mileage adds an estimated $700 for a total cost of
$2,295. The Department has FY 2009 Operating Budget funds
available under Conference & Education to cover this
essential training. Registration payment in early July
allows for some cost saving and insurance that Ms. Kilanski
can attend the course which is in high demand.
This Penn State University program is the only one offered
in the Mid-Atlantic. With Michael Edelen, P.E., who
previously reviewed all floodplain studies now assigned to
the Directed Assistance Review Team, Jennifer Kilanski has
been assigned this review responsibility. Therefore, the
Department needs Ms. Kilanski to attend this program to
update her capabilities and knowledge with current FEMA
accepted methodologies for reviewing floodplain studies. It
improves the Department’s capabilities in this discrete
technical area and also provides her with continuing
education credits for maintaining engineering registration.
