PROCLAMATION A PROCLAMATION HONORING AND RECOGNIZING BRYAN TIPPIE FOR HIS OUTSTANDING SERVICE TO THE GOVERNMENT AND CITIZENS OF FAUQUIER COUNTY WHEREAS, Bryan Tippie was born on August 26, 1946 in Sedalia, Missouri; and WHEREAS, Mr. Tippie obtained a Bachelors Degree in business administration from Central Missouri University in 1968, and a Masters Degree in human resource management from the University of Utah in 1975; and WHEREAS, Mr. Tippie served a distinguished military career in the United States Army, retiring as a Lieutenant Colonel in 1989; and WHEREAS, Mr. Tippie served as the Budget Director for the Fauquier County Public Schools System from 1990 to 1996; and WHEREAS, Mr. Tippie served as the Budget Director for the Fauquier County Government from 1996 to the present; and WHEREAS, under Mr. Tippie’s direction, the County Budget Office has, for eleven years running, received the Government Finance Officer’s Association Distinguished Budget Presentation Award; and WHEREAS, Mr. Tippie can be largely credited with improving the County’s budget policies and procedures and streamlining its Capital Improvement Plan process; and WHEREAS, Mr. Tippie is also responsible for introducing the concept of stronger performance measures and controls into the County’s budgeting process to ensure effectiveness and accountability; and WHEREAS, whether in his relations with the Board of Supervisors, County staff, the media or citizens, Mr. Tippie has always provided a clear and unbiased analysis of the issues; and WHEREAS, Mr. Tippie has shown exemplary dedication to his profession and worked many long hours, often to the detriment of his own health; and WHEREAS, Mr. Tippie has earned the respect, esteem and liking of everyone he has worked with during his career in Fauquier County; and WHEREAS, Mr. Tippie has always managed to maintain a good sense of humor and to encourage others, even during difficult times; and WHEREAS, Mr. Tippie is retiring from his position as Budget Director on June 29, 2008; and WHEREAS, the Board of Supervisors wishes to recognize and honor Mr. Tippie for his many rich contributions to the Fauquier County government and its citizens; now, therefore, be it PROCLAIMED by the Fauquier County Board of Supervisors this 12th day of June 2008, That the Board of Supervisors hereby recognizes and honors Bryan Tippie; and, be it PROCLAIMED FURTHER, That the Board of Supervisors wishes to extend its heartfelt appreciation and best wishes to Mr. Tippie, his wife Teresa, and his family.
