A Resolution to Amend the   FY 2003 Adopted Budget in the Amount of $1,214,329.87 and the FY 2004 Adopted Budget in the Amount of $68,568  - The Code of Virginia requires a public hearing when amendments to the budget exceed the lesser of $500,000 or 1% of the total budget.  Various budget related issues in the amount of $731,667 in appropriations and $482,662.87 in transfers for FY 2003 and $68,568 in appropriations for FY 2004, totaling $1,282,897.87, have been identified which require a public hearing, including, but not limited to:  Land Records Automation – Clerk of Circuit Court; Cardiac Defibrillators, Testing Unit, Filter Masks – Fire and Emergency Services; Botha Project – County Administration; Airport Sewer – Airport; Full Time Permanent Engineer Position – Community Development.  (Finance Committee, Sponsor; Bryan Tippie, Staff)
  1. Consider a Proposed Resolution Authorizing the Submission of a TEA-21 Grant Application for Improvements to the Bealeton Depot - The County is seeking federal funds from the TEA-21 program to renovate the historic depot that will serve as a support facility to the new Bealeton branch library.  (Sharon Grove McCamy, Sponsor; Anthony Hooper, Staff)
  1. Consider a Proposed Ordinance Amending Chapter 8 of the Fauquier County Code to Add Article XVI “Entitled Property Exempted from Taxation” - On January 1, 2003, the General Assembly, by adopting Virginia Code § 58.1-3651, transferred to local governing bodies the authority to determine whether or not property located within its jurisdictional boundaries would be exempt from taxation by classification or designation.  As a result of this delegation of authority, Chapter 8 of the Fauquier County Code requires an amendment to add Article XVI, entitled Property Exempt from Taxation.  (Paul McCulla, Sponsor/Staff)
  1. Consider a Proposed Amendment to Chapter 17 of the Fauquier County Code to Require Maintenance Monitoring Systems for Conventional and Non-Conventional Alternative Sewer and Septic Systems - The proposed Ordinance is for on-site wastewater treatment systems that are regulated by the Commonwealth of Virginia Sewage, Handling, and Disposal Regulations.  Its intent is to protect the environment, the citizens of Fauquier County , inform the public of the long-term effect and cost of an alternative system, and protect the County from dealing with premature failures that may result in the untimely and expensive extension of public utilities.   1. Agricultural and Forestal District - 10th Addition to Orlean/Hume - Andrew and Elizabeth Stone, requesting to add 28.14 acres, located at 5932 Lake Sunset Lane; Ernest Robinson Heirs, by Felice R.
